Finance Officer Bangladesh (100%)

For March 1, 2023 or upon agreement we are looking for a Finance Officer for a project with five local partner organizations in Bangladesh, aimed at strengthening local Civil Society Organisations (CSOs) to engage as actors of good governance and development in building a sustainable leather sector in Bangladesh. The position is full-time (5 days/40 hours per week), part-time employment is negotiable just as salary and contract duration (max. until May 2026).

Purpose of the Position and Key responsibilities:
The Finance Officer in the Solidar Suisse Bangladesh Office is responsible for ensuring proper accounting and financial management in adherence to generally accepted accounting standards, applicable laws and regulations of the Country, Solidar Suisse internal rules and regulations and external donor regulations. The Finance Officer operates under the direct supervision of the Project Manager.

Finances:

  • Direct the day-to-day accounting operations, incl. monthly closing and regular cash, petty cash, bank balance and accounts reconciliation
  • Review project partner’s financial reports, consolidate all finance reports required for the project with proper documentation in an accurate and timely manner
  • Regularly review transactions lists and ledgers, accounts, supporting documents (e.g. vouchers, allocation of expenses) and procurement process documentation of partner organisations
  • Guide and advise project partners on appropriate finance procedures and proper documentation according to donor, Solidar Suisse internal and legal requirements, follow up on partner audit findings
  • Proper year end closing (modified cash accounting, incl. accruals/deferrals), and complete and timely submission of year end documentation to Headquarter, in accordance with the Project Manager
  • Ensure appropriate external audit arrangements are in place and manage the annual audit process, incl. coordination of timely partner audits
  • Ensure adherence to the national tax laws and ensure applicable payments are made in time.

Administration & Human Resources:

  • Ensure payroll and HR management for the staff directly employed by Solidar Suisse for the project
  • Manage and follow-up regarding all contractual office issues and ensure timely payment of all office related bills and fees
  • Ensure financial, HR and administrative records and filing are comprehensive, accurate, secure, and up to date.

Qualifications

Essential:

  • Minimum 3 years of proven experience working in accounting/finance
  • Minimum of 1-year relevant experience in a project in an organization in international cooperation
  • Strong financial skills including project budgeting, budget monitoring, and financial reporting
  • Bengali language and English language proficiency both written and spoken is required
  • Advanced MS Excel skills
  • Accuracy and attention to detail
  • Very good communication and organizational skills and ability to work as part of a team
  • Ability to work effectively under pressure and meet deadlines

Desirable:

  • Relevant work experience in non-profits organizations and with providing guidance and advisory on financial procedures to local civil society organizations organisations
  • Knowledge of financial and compliance regulations of major institutional donors (EU, USAID, UN, bilateral donors)

Overview of the Project: The project “Building a Sustainable Leather Sector in Bangladesh” is a three-year project implemented by Solidar Suisse (lead) and co-applicant Bangladesh Occupational Safety, Health and Environment (OSHE), along with four grassroots organisations in the leather sector in Bangladesh. The action is focused on strengthening civil society in Bangladesh by creating a CSO platform in the leather sector for occupational safety and health (OSH) and environmental protection, bringing together trade unions and CSOs in a participatory process. It aims at a sustainable leather industry which would emerge from active engagement at different points along the chain– right from the grassroots with different CSOs, workers and trade unions, to the high rungs of government, international institutions and employers and brands.

Project Manager Bangladesh (100%)

For April 1, 2023 or upon agreement we are looking for a Project Manager to manage and coordinate a project in Bangladesh, aimed at strengthening local Civil Society Organisations (CSOs) to engage as actors of good governance and development in building a sustainable leather sector in Bangladesh. The position requires full-time engagement (5 days/40 hours per week). The salary is negotiable (note: position does not offer international expatriate compensation packages). Contract duration: Fixed-term contract max. until February 2026.

Purpose of the Position and Key responsibilities:

  • Manage and coordinate a national project on a day-to-day basis
  • Provide support and guidance to project partners, including advice on project cycle management, project implementation, efficient monitoring practices, coherent result-oriented reporting, budget planning, and monitoring and control of budget consumption
  • Ensure the effective coordination between co-applicants and grassroots implementation partners of the project and Solidar Suisse
  • Monitor the progress of the project and ensure regular, timely and high-quality reporting
  • Participate in research, strategy, and knowledge development as well as capacity building workshops of project implementation partners
  • Support external communication and represent the project in fora of international cooperation
  • Coordinate closely with the Country Representative and the Regional Representative of Solidar Suisse
  • Coordination and networking to establish, develop and maintain a network of contacts and excellent working relations with stakeholders, donors and important government partners, including relevant ministries and related line agencies

Qualifications

Essential:

  • Master’s Degree (or equivalent), preferably in Sociology, Economics/ Development Studies/ Business Administration or any other relevant field
  • Minimum of 2 years of relevant work experience as project/programme manager, including management of budgets, monitoring, compliance with donor regulations, and coordination with different local partner organisations
  • Proven knowledge of major institutional donors (e.g., EU, USAID, UN, bilateral donors)
  • At least 2 years of experience in development cooperation, partnership management in Bangladesh
  • Fluency in English and Bengali
  • Proven skills in projects report writing and financial reporting in cooperation with the finance officer
  • Excellent interpersonal and communication skills
  • Experience in networking, representation, coordination with stakeholders & key actors on different levels
  • Ability to work independently and as part of a project team
  • Ability to work effectively under pressure and meet deadlines

Desirable:

  • Relevant work experience in a field related to labour rights, trade unions, civil society organisations, and non-profits.

Assessment of Programme Intervention, Funding and Partnerships in Ukraine

We are looking for a consultant (or a team of consultants) for an Assessment of Programme Intervention, Funding and Partnerships in Ukraine Russia’s invasion in Ukraine has caused an immense humanitarian crisis and significant global tensions. To respond to the humanitarian needs, Solidar Suisse partnered with the Ukrainian or-ganisation Vostok SOS and VIS (Vinnytsia oblast) to provide humanitarian assistance to internally displaced people (IDP), among them the most vulnerable. The project covers Mental Health and Psychosocial Support, Evacuation and relocation, winterisation support as well as Multipurpose Cash Assistance (MPCA) in Vinnytsia, Zakarpattia and Dnipropetrovsk. Solidar Suisse is registered in Ukraine and currently employs two staff members. As a basis for strategic discussions on the orientation of the Office in Ukraine, an assessment shall be carried out. Project Manager Global Labor program Southeast Asia (100%)

For February 1, 2023 or by agreement we are looking for a Project Manager Global Labor program Southeast Asia to manage and coordinate an ongoing project in five countries (Cambodia, Indonesia, Thailand, Bangladesh and Nepal), aimed at empowering informal workers in Asia by enhancing their agency and self-capacity, advocating them through bargaining and regional solidarity, and improving visibility of informal workers’ issues. The position requires full-time engagement (5 days/40 hours per week).

Purpose of the Position and Key responsibilities:

  • Manage and coordinate a complex regional project on a day-to-day basis
  • Provide support and guidance to project partners, including advice on efficient monitoring practices, coherent result-oriented reporting, budget planning, and project implementation
  • Financial project management: budget planning, monitoring and control of budget consumption
  • Ensure the coordination between consortium partners, project implementation partners on national levels and Solidar Suisse
  • Monitor the progress of the project and ensure regular, timely and high-quality reporting
  • Participate in research, strategy and knowledge development as well as capacity building workshops of project implementation partners.
  • Support external communication and represent the project in fora of international cooperation
  • Coordinate closely with the Regional Representative and the Desk Asia Program of Solidar Suisse Coordination and networking with the Donor and other organizations active in the same area in the region.

Qualifications: 

  • Minimum of 5 years of relevant work experience as project/programme manager of complex projects with financial volumes above 1 Mio USD, including management of budgets, monitoring, compliance with donor regulations, and coordination in consortia and with different local partner organisations
  • Proven knowledge of major institutional donors (e.g., EU, USAID, UN, bilateral donors)
  • At least 3 years of experience in development cooperation in Southeast Asia and/or South Asia
  • Fluency in English
  • Proven skills in projects report writing and financial reporting in cooperation with a finance officer
  • Excellent interpersonal and communication skills
  • Experience in networking, representation and coordination with stakeholders and key actors on different levels
  • Ability to work independently and as part of a project team
  • Ability to work effectively under pressure and meet deadlines

Overview of the Project

The project “Global Labor Program – Platform for Organizing by Workers for Empowerment and Recognition (GLP-POWER)” is a five-year project implemented by a Consortium with Solidar Suisse being the Lead Agency. In South-East Asia the project actually covers Thailand, Cambodia, and Indonesia. It seeks to empower marginalized workers to increase their bargaining power and access fair and decent work, overcoming the increasingly restricted civic spaces, and ultimately contributing to a shift in power. By assessing and promoting new and innovative modes of organizing for marginalized informal/precarious workers, the project aims to enhance workers’ agency and effective bargaining, regional solidarity & inclusion, and visibility of informal workers’ issues.
Location: Southeast Asia
Duration: Fixed-term contract max. until December 2026

Finance Officer International Programmes (80-100%)

Due to the retirement of the current incumbent in our Finance Department, as per March 2023 or by appointment, we are looking for a Finance Officer International.

Programmes Key activities:

  • Provide high quality international programme accounting and financial accounting at Head Quarter level
  • Provide professional advice, training and support for local Finance Managers on financial management and accounting issues
  • Provide support to project budgeting and reporting and extend advice on compliance with donor requirements in financial management
  • Review and comment on annual programme audits as well as extend support to periodical project audits
  • Contribute to the further development of operational financial processes and tools at Head Quarter and in the field
  • Work closely with the programme managers at the Head Quarter and communicate regularly with the local financial managers both orally and in writing. Undertake trips to the programme countries for controlling and training purposes if required

Qualifications:

  • Commercial certification with additional qualification in accounting, finance management or business administration
  • Several years of professional experience in financial management and accounting, preferably in a non-profit organisation of international cooperation. Ideally, experience in the financial management of projects with a variety of international development agencies
  • Fluent in German and English; Spanish and/or French is an advantage
  • Advanced user skills in Excel and ideally familiar with the accounting systems Abacus and Banana
  • You are goal-oriented in your thinking with ability to work in a multicultural environment, proactive, reliable, service-oriented and a fast learner
